Assam Skill University Recruitment 2024 Details & Eligibility Criteria
1. Name of Posts: Communication Executive.
Essential Qualification: Graduate/ PG Diploma in Mass Communication/Journalism/Media.
Desirable:Certificate course in graphic designing.
Experience:
Experience of 3 (Three) or more years of experience in graphic design/content writing, communication / public relations & events/ journalism or related areas is desirable.
Computer Skills: Advanced skills in Microsoft Office software including in MS Word, MS Excel, MS Power Point, etc., and Internet, email etc.
Well versed with DTP/designing software such as Adobe Photoshop, Crawl Draw.
Excellent organizational skills;
Ability to work both independently and as well as in a team;
Strong communication skills with the ability to clearly and concisely convey necessary information, explain reasoning, and support conclusions using data and facts;
Good command over Assamese and English and oral communication skills;
Remuneration: Rs.35000/- to Rs.50000/- per month.
Age Limit: Age of the candidate should not be more than 38 years as on 16.08.2024. However, in case of exceptionally talented candidate having wide relevant experience this requirement may be relaxed.
Tenure / Duration: The contract will be initially for a period of Eleven Months (11 months) with a provision of further extension of Eleven Months (11 months) up to the end of the project subject to satisfactory performance.
2. Name of Posts: Senior Skill Manager.
Essential Qualification: Graduate degree in Engineering.
Experience:
Candidates must be having minimum 15 (Fifteen) years of professional industrial experience with experience of industrial training for 5 Years.
Preference will be given to a person having experience in setting up of laboratory/ Workshop in Educational Institutions or Skill Development Institution.
Computer Skills: Advanced skills in Microsoft Office software including in MS Word, MS Excel, MS PowerPoint, etc., and Internet, email etc.
Ability to work both independently and as well as in a team;
Strong communication skills with the ability to clearly and concisely convey necessary information, explain reasoning, and support conclusions using data and facts;
Good command over English language, and excellent presentation skills;
Remuneration:
Depending on the qualifications, experience, competencies, recent remuneration, etc. of the candidate, the consolidated the annual Cost to project (CTP) of the Sr. Skill Manager will be determined and mutually agreed with the successful candidate, which would be in the range between Rs.15.00 lakh to Rs. 21.00 lakh per year.
In case the last drawn salary of the candidates is less than the minimum salary assigned for the position, a maximum of 30% hike on the last drawn salary will be considered.
Age Limit: Maximum age of 62 years as on 16.08.2024.
Tenure / Duration: The contract will be initially for a period of Eleven Months (11 months) with a provision of further extension of Eleven Months (11 months) up to the end of the project subject to satisfactory performance.
3. Name of Posts: Procurement Executive.
Essential Qualification: Graduate/ Post Graduate from any Govt. recognized University in any subject.
Experience:
At least 5 years of experience in public procurement related functions, with minimum 3 (three) years as procurement executive in Asian Development Bank/World Bank/ JICA/ any Externally aided projects.
Working experience in Assam Govt. eProcurement portal (assamtenders.gov.in), SPPP Portal and GeM portal is mandatory.
Computer Skills: Advanced skills in Microsoft Office software including in MS Word, MS Excel, MS Power Point, etc., and Internet, email etc.
Proven practical skills in the area of procurement and contract administration aspects.
Demonstrated knowledge of ADB procurement policies, best practice, systems and tools.
Demonstrated strong conceptual, analytical skills with clarity of thought process and problem-solving skills;
Excellent organizational skills;
Excellent accuracy with keen attention to detail;
Self-motivated, high level of zeal and enthusiasm in all endeavours, unblemished integrity, ability to check quality of own work and ability to organize and prioritize own work to meet deadlines;
Ability to work both independently and as well as in a team;
Strong communication skills with the ability to clearly and concisely convey necessary information, explain reasoning, and support conclusions using data and facts;
Good command over English language, and oral communication skills;
Remuneration:
The monthly remuneration would be Rs.35000/- to Rs.50000/- per month depending on the candidate's qualification, experience and competency and will be fixed during negotiation. Taxes as applicable shall be dealt with as per applicable laws.
In exceptional cases, if the last drawn salary is higher than the maximum salary assigned for the position the CEO-ASUP may fix the salary with some hike based on the last drawn salary by such candidates.

4. Name of Posts: Senior Procurement and Contract Management Specialist.
Essential Qualification:
Graduate degree in Engineering.
Candidates having ‘Professional Diploma in Public Procurement’ (PDPP), Certificate Program in Public Procurement (CPPP) / Certificate in Contract Management Program (CPCM) will be preferred.
Experience:
Candidates must be having minimum 15 (Fifteen) years of professional experience in the field of public procurement and contract management and related activities in any State Government /Central Government /Semi-Government Bodies /PSUs/ large private organization
Candidates must be having working experience as a procurement and contract management official for at least 12 (Twelve) years in Externally Aided Projects (Asian Development Bank/ World Bank/JICA etc) out of which at least 7 (Seven) years’ experience in the rank of expert/specialist. The candidate must be familiar with ADB’s procurement Rules and Regulations and should have experience of procurement in any ADB project.
Candidates having experience in Procurement of goods and equipment for Educational Institution or Skill Development Institution will be given preference.
Candidates should well verse with contract closure activities.
Hands on experience in e-procurement portal will be preferred.

Demonstrated knowledge of ADB procurement policies, best practice, systems and tools.
Demonstrated strong conceptual, analytical skills with clarity of thought process and problem-solving skills.
Excellent organizational skills Cum coordination skill with different holders.
Excellent accuracy with keen attention to detail the requirement of the competent authority.
Self-motivated, high level of zeal and enthusiasm in all endeavours, unblemished integrity, ability to check quality of own work and ability to organize and prioritize own work to meet deadlines.
Ability to work both independently and as well as in a team.
Strong communication skills with the ability to clearly and concisely convey necessary information, explain reasoning, and support conclusions using data and facts.
Knowledge of GFR desirable.
Good command over English language, and excellent oral communication skills.
Remuneration:
Depending on the qualifications, experience, competencies, recent remuneration, etc. of the candidate, the consolidated the annual Cost to project (CTP) of the Sr. Procurement and Contract management Specialist will be determined and mutually agreed with the successful candidate, which would be in the range between Rs.18.00 lakh to Rs. 30.00 lakh per year.
In case the last drawn salary of the candidates is less than the minimum salary assigned for the position, a maximum of 30% hike on the last drawn salary will be considered.
Age Limit: Maximum age of 62 years as on 16.08.2024.
